An Agile Approach to Working within Secure Facilities

The Kurlana Tapa Youth Justice Centre ensures a safe custodial environment that supports young people’s individual needs, varying developmental stages and cognitive functioning.

In 2023, Sarah Constructions was engaged to modernise and expand the Centre, involving the construction of four new buildings on the site including:

  • A 12-bed accommodation unit inclusive of counselling and sensory rooms to support those with complex needs (Building A)
  • An eight-bed police custody unit connected to the existing admissions building to ensure separation between those awaiting court appearances, and those on remand and sentenced mandates (Building B)
  • A new classroom space to meet the learning needs of a dynamic population (Building D).
  • An extension to the Visits Centre to link together with the existing Health Centre (Building C), as well as
  • Site wide Landscaping and Security upgrades.

The design of these built spaces aims to aid in the rehabilitation of young offenders through the creation of an environment that encourages and supports choice and agency in a secure and safe space.

​Each young person’s bedroom has been designed to provide them with more privacy, the ability to personalise the space and soft furnishings where appropriate and increased access to technology such as TV, music and gaming.

Access to larger outdoor courtyard areas with direct views to nature and open space to promote wellbeing, and specially designed sensory rooms have been incorporated into the 12-bed accommodation unit.

Sarah’s construction team were careful to retain the architectural intent while ensuring that all buildings were fit for purpose and delivered with strict compliance to security regulations.

With Buildings A, B and C delivered under a Construct Only contract, Building D, which houses the Centre’s new learning environment, was designed by Sarah as a modular building.

This innovation leveraged Sarah’s extensive in-house modular design capabilities and allowed for the building to be delivered in a short-time frame within the boundaries of a fully operational, secure environment.

Sarah’s team was also proud to be involved with the Centre’s young people who assisted with landscaping, and one young person undertook work experience as a masonry labourer during the build and was offered future employment and a potential apprenticeship with the bricklayer.

This project marks Sarah Constructions’ first extensive project delivered within an operational correctional facility and was completed in a collaborative manner without security incident.
